iPhoneRingtoneMaker is pretty awesome, it only lets you do 30 second clips now, but it still makes adding ringtones very simple! You can buy it in the store on here. I think it's like 7 dollars or something, definitely worth it!

Take your normal MP3 song, convert it to AAC. It will be given the extension .M4A, change this extension to .M4R, double click on it, and it will automatically be placed in iTunes ringtunes section. Then sync it to your phone.

i am in the uk, we do have a ringtones section.
Eurisko is 100% right with what he is saying. i dont understand why anyone supports these third party ringtone programmes, especially the pay to use ones, because it is simple enough as it is.
If you want a part of a song, right click > get info, go to info and change the start/stop times to the allocated time for your ringtone. click ok and THEN convert to AAC and change extension as above.
To change import converting to AAC look in itunes preferences.
Just looked at link above and explains perfectly a couple posts down.

Or you can just visit www.audiko.net and download the ringtone for iPhone and open it with iTunes. It's automatically placed in the Ringtone section.
That website has almost every ringtones that you'd want.
