Not able to update or download thru Installer or Cydia

I can't update or download anything from Cydia or installer. Installer crashes after what appears a finished install, from Cydia I get a message error like this. Any suggestion on how to fix this problem without a clean restore?

try installing cydia manual refresh off installer
