I use Summerboard and change opacity of BG to bout 50%
Do not actually cut piece out of wallpaper, rather just copy image placeholder as the piece you cut out to make the icons will be separate individual files for each area.

If you currently use summerboard, you can look at one of the existing templates to get the naming convention down for where the buttons exist on your layout.
