Making my own app?

I have a quick question, I want to make a app but I am on windows vista. Can I make a website app using vista or do I have to have a Mac?

1. Sign up for free developer privleges on your existing itunes acount/
2. Download videos, examples, and how-tos for web app making.
3. Make cool web apps and post them in this section.
